This Project aims to implement the vision of the General Fire Brigade to improve training and academic education of its cadets, support them in getting academic and professional certification in engineering and science of fire-fighting through a locally and internationally accreditation program that provides an advanced training and educational environment based on latest modern scientific methods; in addition to creating new job opportunities at the public and private sectors, support local and regional labour markets with these disciplines. The Project will support Kuwait become a pioneer among other GCC countries. The project will also meet current and future needs of the Fire-Brigade Department for fire-fighters; there is 3450 firefighters at present serving the firefighting sector only which is below international standards. According to article 8 of the Resolution No. 10 of 1982, amended by ministerial resolutions Nos. 137 of 2005, and the resolution No. 15 of 2013, reading "any entity, institution and establishment where there are more than 50 employees, or that is visited by a large number of the public, must hire one or more employees to manage safety and fire prevention duties in accordance with the instructions of the General Fire-Fighting Brigade, besides providing regular evacuation drills and to educate the people on how escape the building in case of fire and how to behave in emergencies. Hence the idea of transforming the Firefighters Training Facility that sits on an area of 240 thousand sqm. into the “Kuwait Fire-Fighting Science Academy.” The Academy will be accredited locally and internationally and will offer diploma and bachelor degrees in addition to postgraduate degrees. It will have a capacity of 7554 trainees and students per academic and training year by 2035. Additionally, the Project aims to establish a research center that can handle around 1000 requests per year for inspection and testing of the properties of fire extinguishing materials, equipment and devices in accordance with the standards, and to meet local and regional demand for such centers.

1. Improve the quality of education

Under the Law No. 30 of 2004 concerning the establishing of the Sabah Al-Salem University, a land plot of a 6 million sqm had been allocated at the Al-Shdadiya for this purpose. The University hired an international design firm in partnership with a local design consultancy to design the project’s structural plan of the Sabah Al-Salem University campus – Kuwait University. Upon completing the plan, the project was divided into two campuses: the main campus and the medical school campus. The main campus includes all faculties (except for the medical school), student and administration facilities. The structural plan were later upgraded; contracts were signed with major international consultants in project management, design and supervision, besides qualifying international contractors for project implementation. The university also adopted a strategy for combining and dividing of projects proportionate with the volume and nature of the works, and with the capabilities of the design firms and the contractors to meet an ambitious time plan for completing the project. The main campus project was divided into 6 packages to complete 11 colleges, 3 packages for the student activities buildings, administration, academic and support buildings, and 9 packages for the infrastructure works and network services. The medical school campus is currently in the process of signing contracts for design works.

The Education Reform Project aims to support the advancement of teachers ' skills, increase their competitiveness and teaching abilities, equip them with self-learning and human development skills, develop administration processes, increase the efficiency of school’s administration, improve teaching methods, and provide latest technologies and equipment in order to transform education into a fully integrated system that is internationally competitive. The Curriculum Development Project aims to develop the curriculum based on the needs and requirements of the learners, the labour market and the systems of knowledge, values and skills and modern technologies toward advancing Kuwait’s educational system. The Schools Equipment Development Project aims to improve the school environment, promoting the use of technology in education both inside classrooms and at laboratories, equipping school facilities with latest educational techniques, computerization of school libraries, establishing learning resource centers and the introduction of educational games. The Project for the development of educational and school administration and achieving professional development of school directors and personnel aim at improving the level of school performance, building a new organizational structure and job description, strengthen the capacity of school administration based on a new set of competencies. The Diversification of Education Paths Project aims to achieve alignment with international standards through offering multiple disciplinary at the secondary stage to have four majors to choose from: science, humanities, industrial and commercial studies, allowing for more choices that meet the diverse interests of the learners, following the competency-based curriculum.

The Teacher's License Project is essential for the development of the capacities of teachers. The Teacher’s License is a standard tool for the assessment and examination of a teacher’s knowledge and abilities. The Teacher's License helps select quality teachers. The Teacher’s License project aims to assess specific competencies that are pre-requisite for effective teaching. It can also be used to for continuous professional development and for performance evaluation.

1. Apply Professional licensing system to all teaching related jobs at all academic and supervisory levels
2. Apply objective benchmarks for testing teachers' competencies for performance evaluation, promotion and technical and professional development

The National Standardized Assessment Tests Project aims to develop and implement national capabilities assessment tests as a basic and essential criterion to be used for enrollment in any public higher institution in Kuwait, or to be awarded an internal or external scholarship by the Ministry of Higher Education; The proposed system aims to assess students’ analytical and deductive capacity, in particular, to assess the following: 1. Reading comprehending (Arabic and English); 2. Reasoning; 3. Problem solving of basic mathematics; 4. Deduction; 5. comparative analysis. This project believes that human resources is the primary pillar of any development plan, which focuses on the quality and quality of outputs of higher education institutions by improving the process of the selection and enrolment in universities in Kuwait using standard selection procedures in order to help reduce drop-out rates and to ensure that students take up academic majors that are suitable to their abilities and potential.
